Luiz Paulo Souto Fortes
Luiz Paulo Souto Fortes is Engineer Cartographer (Instituto Militar de Engenharia - IME, 1981), Master in Computer Science / Cartography (IME, 1997) and PhD with Post-PhD in Geomatics Engineering (University of Calgary, Canada, 2002 2003, respectively). He also worked at the Brazilian Institute of Geography and Statistics (Instituto Brasileiro de Geografia e Estatística, IBGE) for 33 years, working as of Head of Department / Coordinator of Geodesy, Advisor to the Director of Geosciences, Director of Geosciences and Executive Secretary of the National Commission of Cartography (CONCAR ), among others. He is currently Associate Professor at the Department of Cartographic Engineering of Rio de Janeiro University (UERJ), where he coordinates the area of Geodesy and Topography in the disciplines of Global Navigation Satellite System (GNSS), GPS Theory and Applications, and Basics Geodesy. He has published over 130 technical- scientific papers in congresses annals, national and international scientific journals and books. On the international stage he was president of SIRGAS (Geocentric Reference System for the Americas) from 1993 to 2007 and also of the Permanent Committee for Geospatial Data Infrastructure of the Americas (CP-IDEA), an entity linked to the UN from 2009 to 2013. Other professional activities: Director of the National Committee of the International Union of Geodesy and Geophysics (IUGG) from 2002 to 2016; Brazilian representative on the Board of SIRGAS since 2007; member of the Coordinating Council of the Global Geodetic Observing System (GGOS), member of the International Association of Geodesy in the period 2015-2019; etc. Among the received awards, it can be named: Award Department Education and Research of the Ministério do Exército, for the first place in the graduating class of IME (1981); Distinction Diploma for first place in completing the course of Geometrical, Physical and Satellite Geodesy of the Cartographic School, Defense Mapping Agency (DMA), Panama (1988); Best Paper Awards, Best Presentation Award, Graduate Student Award and Student Paper Award received by the Institute of Navigation, USA / Canada (1998, 1999, 2000, 2002); Personality of the Decade in the Geotechnology area in Brazil (MundoGEO, 2011); and Certificate of Appreciation for Exemplary Leadership in Advancing Geospatial Information Management in the Americas, awarded by the United Nations Statistics Division (UNSD), USA (2013).
